# When several adults and agencies decide where a child will live

This article distinguishes a proposal, authority, decision, agreement to receive and actual care. It considers child voice, adult responsibilities, transition conditions and review. All individual examples are fictional.

It may help relatives, supporting adults and service staff.

- Why does an adult meeting not establish that a child's daily care is arranged?
- How can children be heard without carrying the whole choice and coordination?
- Who provides what is needed while a decision remains under discussion?
- How does referral differ from confirmed acceptance and care?

The article selects no residence and determines neither guardianship nor local procedure. Safe reporting, review or departure, retained place, help, work and income, or a shared favourable outcome are not guaranteed. Actual urgent duties remain; children do not arrange housing and protection alone.
