# When a closed programme resists scrutiny

This article examines a teenager’s life in a closed educational or corrective programme. It distinguishes necessary rules, individual needs and humiliation, as well as institutional promises and actual conditions. It separately considers reconsideration, outside contact, complaints and continuing care.

For parents and other adults making decisions about a child, relatives, and former participants in such programmes.

- Who made the placement decision, and who can reconsider it?
- How does discipline differ from humiliation?
- Why should a complaint not need to be perfect?
- How does independent scrutiny differ from another conversation in the same team?
- What establishes changed conditions after a response?

A programme’s name proves neither safety nor misconduct. This article offers no universal withdrawal or escape procedure, treatment changes or guarantee of complaint safety.
