# Who decides when resources come from outside

This article examines an organisation whose work depends on an external donor. It distinguishes restrictions, authority, anticipated requests, reports and consent to publicity. It also considers the costs of refusal for staff and beneficiaries.

It may help organisers, employees, volunteers, donors and someone whose story becomes reporting material.

- Which condition was actually accepted?
- Who can change the programme, and on what basis?
- Whose time and consent are not included in a gift?
- Can participation remain separate from a public story?
- What would actually replace resources after refusal?

This is general ethical reflection, not a repayment procedure or legal assessment. It promises no easy exit, complete information removal or replacement support.
