# Pillage, extortion and diversion of assistance during hostilities: civilian, actor and witness

Property taking, counter-demands for access to necessities and assistance not received are considered separately. Fictional civilian, actor and witness positions differ in knowledge, action and consequences. Moral designation, legal classification, assistance and actual protection do not replace one another.

## For whom

For a civilian facing property taking or demands for assistance access, actors, witnesses, relatives and helpers.

## Questions

- Does every seizure or shortfall establish pillage?
- Does need turn a counter-demand into voluntary gratitude?
- Does receiving assistance prove conscious complicity?
- Does a witness know the whole chain and necessarily have power to stop?
- Does ending one’s participation mean everything is compensated and protected?

## Boundary

This determines no guilt, jurisdiction, powers, property entitlement or programme eligibility; scenes are fictional, not an account of every conflict. No taking, aid diversion, false accounting, property concealment, control evasion, dangerous testing or independently assigned return or compensation methods are supplied. No others’ records, restricted copying, covert testing, destroyed, hidden or altered information, coordinated accounts or trial participation are required. Actual duties need applicable law and competent explanation. A recipient’s competence, independence, powers, access and confidentiality, safe refusal, pause, reporting and publicity, absolute secrecy, assistance access and protection are not promised. Under immediate danger, available urgent help takes priority over the authored exercise, whose therapeutic, legal, investigative or protective effectiveness is not established.
