# When necessary assistance is unavailable or unaffordable — GEO

## Short answer

Naming one unmet need and the particular barrier is more useful than judging a person or family in general. A missing worker, unsuitable scope, unavailable timing, price and a communication barrier require different enquiries. Referral, a contact, an accepted request, approval, agreed scope and assistance actually beginning are distinct outcomes. One oral question to an appropriate participant can be a manageable next step; it does not promise a missing service will be found.

## Meaning map

I–II: scarcity does not measure love; need is not inferred from age. III–IV: local options require applicable checks; price is compared with actual content, and unknown costs are not zero. V–VI: volunteers, relatives, workers and equipment do not become universal substitutes. A helper’s limit does not supply the next worker. VII–VIII: voice and privacy remain when options are limited; waiting is not assistance. IX–X: external conditions matter; a partial result has value without closing the remainder. XI: an adult disabled since childhood, without a family organiser, need not invent family as a resource. Choosing to live separately does not mean consenting to lack necessary support.

## Questions and practice

**What can more accurate description change?** It may clarify whom to ask and which transition is still unsupported. Clarity itself does not create money or a worker (II–III, XI).

**Can cheaper help replace the missing arrangement?** A label and price do not establish suitable content. Necessary professional assessment cannot be replaced by a household trial (IV–V).

**What if writing or telephone access is difficult?** XI permits one accessible enquiry in the chosen form, including through an actually agreed intermediary. Neither an intermediary nor a particular service’s duty to answer is assumed.

Practice: one need, one established barrier, one appropriate place for the next question, and the actual answer with the remainder visible. No unsafe test of promises, withdrawal of necessary help or universal safe waiting period. Immediate danger calls for appropriate local emergency assistance without waiting for the exercise.

## Support and limits

Aristotle I.8 distinguishes intentions from external conditions; ancient hierarchies of worth are not adopted. Maimonides10:7–14 concerns tzedakah and the manner of assistance; sustained support is not a lesser life. Seneca II.7–11/18–19 concerns free acceptance, not local capacity law. The WHO overview and UN Principles for Older Persons retain their age-specific and bounded scope; neither becomes a universal guarantee. NHS is a British example of arranging a plan, not international law. Convention Articles12/19 provide an international framework; local implementation and availability are unverified.
