## Short answer
Distinguish language, the full cost of an approach, a particular document and legal status. Identity, payment/coverage and clinical information have different functions. Identify one actual access gap and competent clarification; the resource still needs confirmation.

## Questions and distinctions
**Does a missing paper mean no nationality?** No such determination follows. UNHCR defines statelessness differently; this article establishes no individual status.

**May an interpreter decide treatment for someone?** Language knowledge grants no such powers. Translation, representation and clinical decisions differ; a child bears no adult responsibility.

**What does sending a clinical document establish?** Sending, the new team reading it, understandable explanation and a confirmed appointment are different outcomes.

**How without money, an app or family?** During an available encounter, one request may ask what specifically obstructs care and who can explain the next step accessibly. Availability of that contact is not promised.

## Limits
No universal care regardless of status, guaranteed secrecy, safe channel or permissible document substitute. No treatment/doses/independent changes prescribed. WHO Overview is not the full report; GMC has a British remit; local rules need checking. An urgent need does not wait for an archive, translation or family agreement.
