Russian and other post-Soviet criminal networks today: what needs fresh research

Guide contents

The article considers selected current accounts of Smart/TGR and a separate Eurojust case, rather than surveying every post-Soviet country. Fictional Anton establishes neither guilt nor a safe step. Shared language does not prove participation.

Questions explored

Does Russian speech or common background establish participation?

No. Language, citizenship, acquaintance and actions remain distinct; familiarity does not explain task contents.

Does Smart/TGR cooperation establish one hierarchy for all networks?

No such conclusion is made. Named links are attributed to NCA; cooperation, service and leadership remain different relations.

Does an investigation release equal conviction of everybody named?

No. Particular reported convictions, arrests, agency findings and current statuses remain distinct; full judgments and later changes were not checked here.

Do the ethical comparisons demand forgiveness and promise rapid recovery?

No. They demand neither forgiveness, trust nor abandonment of protection and lawful help. Another life is a separate fictional stage, with no rapid recovery or institutional outcome promised.

Key distinctions

The NCA 2026 summary describes specialist services and more fragmented networked forms; its selected passage concerns Russian-speaking laundering networks serving different clients.

  • This is a UK threat assessment, not membership for all Russian speakers, one post-Soviet centre or disappearance of hierarchies.

The NCA release of 21 November 2025 presents Smart and TGR as cooperating networks serving transnational crime and reports links with evading restrictions and state interests.

  • This is no complete set of judgments or present individual/sanctions check; reported convictions of some establish no guilt for everyone arrested. Cooperation establishes no subordination; absence of all hierarchies is not established either.

Eurojust on 27 January 2025 describes a separate financial service for other organisations, outside contacts, actions in October/November 2024, 23 arrests and continuing investigation.

  • This comparison establishes no particular nationality, identity with Smart/TGR or final conviction for everyone arrested.

Language does not prove participation and familiarity does not explain task contents; a small role and initial ignorance do not automatically establish responsibility for all actions.

  • Need and dependence establish neither participation nor unlawful coercion; ordinary contracts and conflict remain distinct from abuse.

Kant's means-only distinction and Buddhist ending of hatred pose different ethical questions about actions and stories concerning people.

  • These prohibit no ordinary lawful services and provide no universal legal test or safety guarantee; they demand no forgiveness, trust, dangerous contact or abandonment of protection and lawful help.

Reduced dependency and another life form a separate fictional stage; vanished contact promises neither rapid recovery nor an end to consequences.

  • Particular services, individual access, confidentiality, immunity and relatives' protection are unestablished; dignity promises no institutional outcome.

Limits of interpretation

  • Anton is a fictional adult; country, client, future actions, pressure, crime, guilt and safe action are unestablished.
  • Selected accounts are no all-post-Soviet survey or comparable prevalence assessment; publication dates differ from activity dates.
  • No safe refusal, contact, negotiation, departure or independent examination is selected; rights, duties, access to help and protection conditions require separate assessment.
  • Particular services, individual access, confidentiality, immunity and relatives' protection are unestablished; rapid restored trust, income, relationships or reputation is not promised.
