Concealing product hazards, unsafe working conditions or environmental harm
Unknown does not mean proved safety or established catastrophe. Products, work and environment need their own consideration. Honest limits differ from concealment; measuring, assessment and announcement differ. Correcting a record does not itself establish elimination of a hazard.
Questions explored
Does uncertainty mean safety or catastrophe?
Neither automatically. An incomplete assessment does not prove safety; absence of known harm also cannot prove absence of risk.
Does one check settle products, work and environment together?
No general result is established. Subject, conditions and expertise matter. ILO and OECD determine no local applicability or guaranteed protection for a particular refusal here.
Is every shorter document concealment?
No. Honest knowledge limits and removing material information differ. Purpose, recipient and rules matter; unrestricted delivery of all data is not prescribed.
Are measurement, assessment and announcement identical?
No. Acts and powers differ. Others' signatures and a manager's promise establish no automatic responsibility transfer.
Does a corrected report mean the hazard is gone?
No automatic finding follows. Revision, actual conditions, measures and legal outcome differ; real correction has its own result.
Key distinctions
An incomplete assessment does not prove safety; uncertainty is not an established catastrophe; absence of recorded harm does not itself prove absence of risk.
- No medical or technical instructions or classification by one sensation supplied.
Products, work and environment need connected but distinct attention; one examination cannot answer automatically for all areas.
- C15513 concerns a withdrawn worker, reasonable belief in imminent serious danger and national conditions; refusal protection unestablished. OECD recommendations are not personal verdicts.
Honest limits differ from making material information appear absent.
- Not every shortened document is concealment, and no duty to give everyone all data established.
Receipt, measurement, assessment, approval, announcement and decision differ; others' signatures and a manager's promise establish no automatic responsibility transfer.
- A junior worker is not cause of every company decision; facts and suitable help are needed.
Revising a finding or record does not itself establish safe conditions, conformity of every product or cessation of impacts.
- Real correction retains value; earlier conduct, knowledge and current request differ without a liability finding.
Limits of interpretation
- Hypothetical scenes; particular substance or product danger, illness cause, environmental damage, crime, guilt and protected disclosure unestablished. Country, period, role, conditions and expertise matter. No dangerous self-testing, provocation, others' access, deletion or convenient coordinated account; no promised safe refusal, secrecy or a universal right to refuse official questions. Immediate danger gives urgent local help priority over reading and documentation.
