When a criminal group decides everyday matters
Where a criminal group directs work, aid and dispute resolution, practical dependence does not automatically establish consent or participation. A recipient, employee, messenger and controller have different roles. A useful act or predictable demand cannot establish voluntary agreement or independent consideration.
Questions explored
Does living or working in the district establish participation?
No. A customer, ordinary employee, person transmitting demands and controller occupy different positions. Residence cannot replace information about a particular act.
Does receiving food establish agreement to the next request?
Receiving a resource, disclosing information and taking a public role are different acts. Earlier assistance alone cannot establish consent to a new demand.
Does a returned item prove independent local arbitration?
No. A useful outcome and the grounds of consideration differ. Enforceability does not establish lawful authority or safe refusal.
Which specific regional example is considered?
Felbab-Brown's 2022 field-based account, drawing on 2021 visits, describes theft complaints being directed to the Sinaloa Cartel in a Baja California Sur fishing village, with regional qualifications.
Does predictability make a demand voluntary?
No. Predictability of pressure and availability of consent are different questions. Comparison with a more dangerous earlier position does not establish endorsement of every act by a group.

Limits of interpretation
