When a business is told to pay for being allowed to work
An owner under threat needs to distinguish a payment’s basis, pressure’s source and an intermediary’s authority. Useful protection grants no unlimited control, an actual debt permits no arbitrary means, and capacity to compel establishes no right to decide. Choice costs, workers’ interests and real limits of independent support remain separate questions.
Questions explored
Does a high cost of refusal establish consent to a demand?
Decision costs matter without making a demand permissible; service offers, obligations and threats differ, and dangerous refusal is not required to test seriousness.
Does useful protection confer control of every business condition?
Real help establishes no unlimited authority: service, personal debt and control of later business decisions do not automatically become one agreement.
Does an actual debt justify every means of collection?
Debt, disputes about amount or time, representation and threats require separate consideration; an obligation establishes neither every collector’s authority nor every means’ permissibility.
When does the right to decide a dispute need a separate question?
Ability to enforce a decision does not itself confer the right to make it; consent, authority and procedural conditions differ, particularly where protector, collector and decision-maker coincide.
Does a collective example guarantee safe refusal?
A historical collective outcome guarantees neither identical resources nor safety; announced support, performed assistance and continuing protection differ, and consenting to explanation does not consent to becoming a public symbol.
