Short answer

Communication assistance, disclosure to a particular recipient, record access and intervention consent are different actions. Identify information, participant, task and applicable grounds. Kinship, payment or a quick answer confers no general access. This promises no absolute secrecy: particular national rules, professional judgement and exceptions require competent consideration.

Questions through the argument

What if someone does not speak? I and IV: Denis, an adult supported since childhood, remains a participant; holding his device does not authorise a complete account. A pause supplies no universal consent and difficulty no household assessment. CRPD22 is an international framework, not a domestic protocol.

Why does a supporter need information? II–III and VI: for particular participation. Booking Valentina's visit does not mean obtaining her entire history. HHS/OCR is a bounded American example: professional judgement and information relevant to involvement do not mean family self-appointment.

Can an observation be reported without record access? V: reporting to a professional differs from disclosure in return; no permanent secrecy can be promised to the informant. Observation differs from an explanation of its cause.

Who decides? VII–IX: powers require action-specific applicable grounds. Understandable intervention dialogue, permission for family disclosure, a document, assistance performed and its outcome differ. There is no advice to change treatment, wait a specified period or assess capacity at home.

X–XII and practice: the channel, actual recipient, conditions and change following an enquiry require checking. Do not appropriate passwords, circulate a record to everyone or destroy significant documents. Urgent needs do not await an exercise or ideal family discussion. Absent money or support remains an unmet need; ask accessibly about conversation support without appointing a child interpreter of an intimate history.
